It is called PR. Although to be fair, Valve has never shown any kind of initiative to say a thing worth a damn to its customers/community.
The fact that the breach showed sensitive info of a lot of people, which is not protected by their TOS, they can (and most likely will, if they keep quiet) get sued. Especially in Europe.
