Implying a phone book will provide you with an email address and the last 4 digits of a card. A combination of these 4 items will eventually allow you access to places that do hold actual private information via social engineering which isn't difficult at all depending on the company/service you're trying to social, for example email hosts will be easy in most cases (think of how many people probably keep vital information stored in their inboxes), heck you can quite easily find information online that allows you to social ISP's with just an IP address let alone pretending to be a customer, just simply google ISP doxing to see what I mean.
The problem is it doesn't matter if people plan to do this or not, it allows the possibility of it happening. Imagine if people started fucking around with only your shit and no one elses, specifically because of this issue, it would be Valves fault that you're effected.
