Number 2 is just using fragmentary quotes to draw focus to specific words in a post, with the person doing the quoting often implying that they represent a specific flaw with the post. It's in the same vein as massively paraphrased quotes meant to mock the person being "quoted"
Number 3 is an odd one, but essentially it grows from the fact that we use quotes to excerpt from other posts in order to comment on the text, and if we want to similarly make comment about a converation or even just some events that happened offsite it feels natural to embed it in a similarly formatted way. It's interesting as an example of the organic extension of grammars.
