Juri has fireballs and she has a kick that goes horizontal, why isn't she a shoto? Because the act of storing fireballs and lack of a shoryuken (or any uppercut/dp input type move) differentiates her from that type.
How come Rose is considered a shoto if she lacks a shoryuken? While she does lack the uppercut itself the input is still there in the form of an anti air grab.

Also perfect for stunting the maturation of players when they get too comfortable. Give the average shoto player a non-shoto character (especially gief) and they freeze up, get scared, and run back to base.
We also can't pretend this isn't a 'bad habit' package, given strong zone game, 3 frame true reversals, and easy cross-ups. Shoto's have most of the game's tools available, giving them easy access to control in any matchup. It's no wonder most people never want to move on.
Imo the healthiest approach is to start with characters that have an explicit weakness, then toy with the opposite when the weakness seems 'unfair' or frustrating.
