There is a good reason why dlc is excluded from refunds. Because every game handles dlc very differently and a lot of the time it is not completely removable (ingame currency e.g.). I'm sorry for you but this is not steam doing something wrong unlike a game which is tied to your account there is no standard way for games to handle dlc so it is technically not possible for them.

Well to be honest I remember linking my CC when I made my steam account back in december 2013 and my last purchase was back in april 2014. Since then I got nothing and last week when I wanted to buy insurgency I had had to re-enter it again (I didn't, did paypal) and when I checked in the settings I couldn't find it. Does steam automatically wipe it if you haven't used it in a while? really lucky I checked last week I guess.
