If you have great gameplay you don't need a great story, and vice versa. Obviously both would be ideal, but we're talking about a priority system here.
Graphics only need to be good enough to be serviceable, and every game that focuses on graphics usually sucks big dick and is boring as hell.

How important is plot in the game? How it integrates into the gameplay?
Undertale requires Story>=Gameplay>Graphics because it's story is a big part of the game.
But who cares about Duck Game's excuse plot? In game like those, it's definitely Gameplay>Graphics>Story.
Anything else in-between falls under Gameplay>Story>Graphics.
Story shouldn't even be on the list.

The postion of Story is entirely contextual. In a game like Silent Hill 2 it's one of the most important things, but in a game like Bayonetta or Hotline Miami it's below graphics and music.
