Most of the friends i found over steam were from Left4Dead.
Having to communicate with each other really helps with getting to know them and there aren't so many players that you would get drowned out by others.
That said I lost contact with them when i stopped playing, most of my current friends are from other communities

I met 99% of my steam friends from a tf2 community like 7 years ago. I don't talk to a majority of them but like 12 of us have a GroupMe lobby and still talk and play games together daily. I met one guy on here through an omegle thread but we never talk or play together, and the random other friends I get from different games never talk either.

Having the game to focus on breaks the tension so you don't have to worry about thinking of something to say, and from there you can organically learn more about the person and how to crack jokes, if they like certain topics to talk about, etc.

It depends on the game.
In 2009 the game to make friends was L4D, I was only average and didn't even used the mic but tons of girls added me, only kept talking to one until she stopped using Steam.
Met some guys too, but a ton of drama developed over the game.
After that playing BC2, there were nice people on different servers, but since it wasnt that easy to add people, not as easy as a right click, I didn't made much friends.
Now playing Dota 2, sometimes I get invites but not even close to L4D2. I don't mind though I don't want drama.
So, yeah, right now there must be a game where you can make tons of friends, like 2009 L4D, I don't know what game that would be though.
