According to Nomura, he's even stronger in Advent Children because of Geostigma and the fact that it gave him the same control over the lifestream that Aeris had. He just held back because he wanted to fuck with Cloud so Cloud pulled a hat trick on him.

Sidious is the most powerful Sith Lord in both cannon and non-canon.
Revan was notable depending on how you played him, best case scenario the only notable attribute about him was he can drain the life force of people with the force.
Sidious has force lightning that feels like the sun is inside of you. Plus he is a master lightsaber duelist that raped Darth Maul without breaking a sweat and proved to outmatch Yoda in a force throwdown match.
He is the most developed Sith lord in the canon starwars universe, it is no suprise why he is the strongest.
