Steam games are never truly yours to own. When you sign up for Steam, the user agreement you agree to states that Steam can literally take your license away whenever they want.
Those hundreds of games in your library? They can be taken from you, legally, if Steam so decides.

Reselling licensed software isn't legal technically speaking, when you agree with any EULA, even with physical copies of software there's a clause that states the that the software can't be resold under any circumstances. Though we're talking about PC software, which includes PC games, I'm not sure what is the legislation for console games, but reselling PC games isn't legal, though since nobody cares you never see this causing any trouble for people who do.

No, that's not right.

Even if something is removed from the store it still stays in your library if you purchased it before removal.

I have >1600 games in my library (most of which comes from various bundles and giveaways), and out of those 1600, 29 are "removed" - no longer available for purchase, and 2 are temporarily "purchase disabled". And I still can redownload any of that 31 games.
