Which games did GTA before GTA(3)/which were the earliest examples of that open world, vehicle-based genre?

As in, games with an open city map, story/objectives-driven, featuring vehicles that you could use in non-racing games, etc.? 2D/Isometric stuff like GTA1/2 don't count

Mizzurna Falls and Driver 2 are the two earliest games I can think of?
Nomad Soul and Headunter for underrated, early attempts

Pretty much, Twin Peaks-influenced mystery adventure in a small town
Did a lot of things that Shenmue did, day/night cycle, NPCs with their own schedules, etc.
Quite amazing that it came out on the first PS1

After reading about it and watching a bit of gameplay, this game seems pretty neat. I'll have to remember it in case I get around to actually studying Japanese more. I presume there's no translation patch?

It was also produced by the same guys who went on to make GTA3

Body harvest is dated as hell now, but it's still pretty damn cool to play and compare it to other games of the same generation.

Well gameplay and graphics wise it seems really dated like a lot of PS1 games, and from what I've seen on youtube, even the story is not that well written, but the whole snowy small town mystery atmosphere is very charming

Deadly Premonition was also clunky but still had more charm than somethng more polished like Alan Wake

Just from the screenshots, it looks like it has top notch atmosphere.
