What would that fix? People would just farm them, all it takes is time. And if you reduce inventory space then people will complain about that instead.
It's not even unrealistic. You try chugging four bottles of cough syrup and see how you feel afterward. I imagine something that regenerates flesh in seconds would be even more traumatic to your metabolism, unless it's a shit-tier setting where magic is perfectly safe and easy.
Health potions are for weaklings and heretics.
