Because 30 FPS seems to be that perfect area. It may be shit in certain games, but games like Mad Max, GTA, and games that feel more like movies, it fits well. Probably because movies and TV shows are fixed at 27.5 or something, and we're just conditioned to that.

24 is too low. any where between 30-45 is perfect for most games. Of course TF2 and most FPS's almost require 60+, but complaining about fucking MMO that no one cares for capped at 30 is PC elitism at it's finest. I keep hearing people hail pic related as 1080p 60fps but have yet to see any 60fps footage fo the game and it comes out in February.
