Battlegrounds had their share of level 19, 29, 39 etc. twinks with the best meta gear for that level range while max level battlegrounds were obviously dominated by people with epic PvP gear. I'm not sure if I remember correctly, but high level Rift battlegrounds worked in a way that it gave every participating player pseudo-epic gear for the duration of the match, which then disappeared after the end of the match.
