Yes it has reels, but if you think that is how it works then you obviously got your information from someone who never played the game. When you make an attack you get the reel screen and ALL panels are attack panels. The only way an attack cannot go through is if you are under a negative status effect and the paralyze panels are up on your reel as well.

tips for new players because this game is worse blind
Not spoilers but spoiled anyway in case people wanna go in blind anyway.
>do not fucking touch the console versions; they are objectively worse in every aspect
>ideally use exclusively unique characters (unique portrait + flavor text) because they have more room for growth across the board
>loosely follow the wiki walkthrough so you don't miss one of the many sidequests; you can miss literally like 50% of the world and 70-80% of the unique characters if you solely do story shit
>Battle Rank is designed to punish people who grind safely. If you must grind, rule of thumb is to do it big and win quick.
>characters learn new skills at higher Battle Ranks; so it increasing is not exclusively a bad thing (they'll ask you shit like "should i learn [Traps]" when it's time; no reason to say no)
>Rush learns new art families through sidequests instead of battle ranks
>class development is determined through weighing Combat, Mystic and Item arts usage against one-another
>sort your unions appropriately; designate them as either Combat or Mystic Arts; item users and healers can go wherever
>disable arts you don't want a character to use so the XP goes towards ones you want to rank up
>more units in a union = more combat prowess but more vulnerability to AoE attacks
