It's not that the expansion bombed, quite the contrary in fact; it's that they completely failed to foster a sustainable endgame environment and have utterly almost entirely neglected to support the game with content.

I blame FFXV and the VII:Remake for pulling staff away from XIV. They've got a skeleton crew working on the game right now (estimated at around 12 developers), all slaving away to create enough content for two more major content patches while working on the expansion due late next year.
