Shadow priest has been garbage dps since wotlk so pick fire mage.

shadow priest is only good for looking cool while dpsing, not actually good dps

In terms of currently for raiding:

fire is not in a good place due to nerfs; arcane and frost are top tier dps currently.

Shadowpriest are mid tier currently dps wise and one of the lowest dmg dealers of all range classes.

For legion:
