If a game places two people against each other and bases their chances to hit and kill upon things which aren't constant, in addition to their own skill and aiming, it will never be balanced, but it can be competitive.
It's just a very shitty competitive game, that's all. Counter Strike was always garbage shit like that, back in the day there were other games you could play, like Enemy Territory.
