It kind of is. However, you lack any way to update your 3DS to 10.1 so it doesn't matter anymore. If you have OoT, Cubic Ninja, or Ironfall invasion, you can update your 3DS to 10.3 and enjoy the eshop as well as Homebrew.
The Minor kernal exploit that was patched in 10.0 was literally worthless for anything beyond just crashing your 3DS and the only big thing patched in the update.

I was able to able to use it with another small vulm to write some arbitrary values to memory. It required racing the system after a kernel Panic and had about a 6% success rate. Not only that the area the area it wrote to was non executable. So yeah it was pointless, but I thought it could be useful for a while.
