There's art and talented artists involved in them for sure, playing them however is not an art form.
It's art as much as chess and Risk and Dungeons and Dragons is art.
The real question is: who cares?
"Art" has got to be one of the most subjective concepts ever. To me? Yeah sure, I don't see why artistic expression couldn't be achieved through games.
