Piracy only helped sell some consoles. But in the end, it ultimately destroyed western software sales.
Nobody was buying games anymore for psp. No profit from software sales. Which also means many companies stopped localizing psp games with only a very few exception.
Vita on the other hand has truckloads of localization. And that's because games actually sell enough to keep the localizations flowing.
