I did. They never say he or she for Quina. They just say s/he or Quina. Maybe you need to play the game.
That said, while Quina sounds like a feminine name, I always thought Quina had a somewhat little boyish personality.
I like how there weren't articles about Quina Quen, it demonstrates that the very distinct culture of social justice sprung up at least AFTER FF9.
It helps try and narrow down when that shit started appearing.

I've been replaying it the past week, and Quina is only ever referred to as "s/he". They use masculine pronouns the rest of the time, like "his" and "him", but most of the time it's a character that is simultaneously asking its gender. e.g. "Are you friends with... him?"
