Blade and Soul suffers from Tera's same issue, it has good combat but quest and quest and story progression is the same generic WoW shit with fetch quest stringing you around quest hubs, it's boring as shit. No idea about BD since it's "sandbox" like but it's most likely the same shit.

One quest had you steal clothes from some women for a pervert and help him spy on them or something. It had to be neutered because the localisation team were shitting themselves all over the office and they couldn't clean it fast enough to make progress on the game.
