Yes it could be in modern times but should it? Also Bully had that 1980's early 90's feel to it, sure there some old computers in places and stuff like that but the overall theme doesn't feel at all like it's past even 1995, there are no cell phones, TV's are old as shit, cars resemble those from the 80's, you can twist it whichever way you want but the overall feeling isn't from the present day.
