The first 20 levels you get have neat perks but once you're at 20 leveling takes way too much time and the perks you get are all at 5 increments, but you get a sweet hat at 50.
Campaign is also pretty good, almost essential if you want to unlock some decent weapons.
What you'll probably end up doing is logging in once a day to see what clothes are on sale (they change daily) and maybe playing a few rounds until you get a winning streak of 7 or "So HAWT" then collecting your 1400 free gold.
Splatfests are the most likely you'll spend hours on it.

Bought it in October, can confirm this.
The first 20 levels give you unlocks and rewards every time you level up, so you end up playing for longer. After that, leveling takes a long time and playing ranked matches becomes your go-to game mode.
Nowadays I play every day for an hour or more after work, it's a very fun game. The community is still very much alive and we're still getting a lot of content, but you should buy it sooner rather that later before the numbers start to dwindle too much.

Don't get me wrong, there is still A LOT of people playing, especially Japs. It's just the fate of every mostly-online multiplayer game.
I'm so sad cause life has been so busy I have literally missed every splat fest being outside the country at the the time. Just got back home and it's over so I really hope the next splat fest doesn't take place during work so I can actually play one.
