Get rid of that ancient Ati-crap GPU, and grab a GTX 960 4GB at very least.

Next, change that i3 to i5, or even i7 of the same 3000 generation, and you won't need to worry about CPUs for another decade.

Get a new cpu.
I have a similair gpu, and after upgrading to Skylake I was able to play Fallout4 on ultra with 60fps. Things a beast.
