You know what would've been neat? By constantly harassing Smoke's drug trade, you'd hinder his business drastically, thus changing some features on the final mission (the crack den being smaller, fewer and less skilled guards, etc) or something along those lines.

SA paced itself much better when it came to opening up more of the map.
First off, SA's map was split into several small parts that opened up throughout the entire game, while V opens up the entire map as soon as you unlock Trevor.
On top of this SA made much more of a spectacle out of unlocking a new city, usually with an entire mission dedicated to going to that city.
