I tried to play again a couple years ago and the game list was practically empty (like 5-8 games at most, didn't even need to scroll to see them all). Every time I would create a public game it would instantly get filled and emptied over and over again with spamming bots for like 5 minutes. Is it still like this?

Europe at least has a decent number of games at all difficulty levels. On fridays and weekends it's pretty active.
You can just create an ignorelist for bots which automatically mutes all of them.
Why are people still playing Diablo II? It's obsolete now. Diablo 1 has better atmosphere/story, Diablo 3 has better loot hunt/sheer gameplay.

You probably were too low level.
You should go a2 when you're lv.15. farm countess for runes and make low runewords, they help a lot.
