If you don't mind mobile games, Crusaders Quest is a game that 100% revolves around team building/management. Characters can be 1-6 stars, and you promote them from 1-6 stars, they get passive abilities, you teach them active abilities that can rank up, get them better weapons and upgrade them, and craft them big character specific weapons. There's a fuck ton of charcaters, and the game revolves around making teams that are capable of doing the next hardest thing that will help you farm better.
It's pretty fun, but it's a slow and time consuming game. It has a paid currency, but the prices are outrageous, and you get a lot of paid currency for free anyways, so it's not really pay to win. The paid currency doesn't even get you that much, either. It doesn't really feel like a paid currency at all.

I think the PSP port isn't as good as the original only more convenient to have on the go.
Either go for the original or the 1.3 patch as it has a good reputation but I've never personally played it
