Games need to be flagged in the relevant store as PSTV compatible for them to work - this is why they sometimes work in Japan but not other regions.
Just email the developer/publisher.
Back when Shinovi Versus came out in the EU it had this problem. I let Marvelous EU know and they got Sony to flag the game in the store backend to fix it (took a week or two but didn't need a patch or anything, just a hit of the refresh button on the PSTV game panel/launcher thing).

E.g. SV was SJESxxxx in Japan and that was flagged PSTV compatible (and would work in any country) but SCEExxxx wasn't flagged so threw that error message on boot instead.

It does have multitouch, but you have to press the fucking button down for it to realize you are pressing or tapping the screen but then it runs into problem where it's tapping two places at once.
