Shelter is part of the dumb 3 rule because it basically means that you won't last long outside during critical weather like extreme cold or heat, like a rainstorm at very low temperatures causing hypothermia if you don't get somewhere warm. It also applies to the notion that you can't survive sleeping for a long time during critical weather
