If we're talking the long-term, I'd probably say the PS4. The 3DS has a pretty damn good library as-is, but there's not a ton for it on the horizon, nor does it really require that much support from Nintendo anymore seeing as it has sold like gangbusters. It's already 4 years old, so chances are, its life cycle is already half over. PS4, on the other hand, has come out recently comparatively, and there are a lot of titles announced for it. Whether those games will turn out, or what their quality will be, that's up to you.

tl;dr compare the 3DSs existing library to the PS4s prospective library and make a decision for yourself

Why in the everloving fuck would you not buy an unemulatable console at the end of its lifespan? That just means it has a shit ton of games. Price isn't a reason either since 3DSs are dirt cheap.
