What I took from this is that aiming your sapper onto a sentry so that the white outline comes up, then switching weapons, applies the .5 s downtime that happens after the sapper is removed

This is correct and this is also why he's not breaking stealth. The game doesn't have time to properly register the fact that he actually began using the sapper, but the downtime still activates.

The sentry is supposed to stay disabled for 0.5 seconds after a sapper was removed.
Firstly: instead of 0.5 as intended, the patch was delivered with a 5s delay. Nice work!
Secondly: here the sentry is disabled after the outlines showing spy he can sap disappear. It wasn't even sapped in the first place.
Since it doesn't require you to sap, you can sit on the sentry with cloak and dagger and keep the sentry disabled.

Secondly, the "range" buff applies to all flamethrowers, and it isn't a range buff, it just increased damage fall off from 3 - 6, to 5 - 7.
shotgun/flaregun combos still work, the degreaser is fine.
