No it fucking isn't. "Breaking" the FPS lock is not modding. If you actually made it WORK without shit fucking up because of 60 FPS then it would be some proper modding.
60 FPS causes jumps to become smaller in DS and again, the framerates get wonky if you shift tab even once, it's just a simple liste of graphics settings that were missing from the game.

Breaking the fps lock might be "modding" in the literal sense but it's not a proper mod period.
If you broke the FPS lock in a game where all kinds of shit is tied to 30 fps the game would fuck up really badly, possibly even so badly it becomes unplayable (like many console games do on emulators) - would it be modding? Sure, but it would be worth fuck all.
