As far as employees and directors are told, CUNA serves two main purposes: helps credit unions provide services or deal with government compliance, and, coordinates a Super PAC that still dwarfs in comparison to the big banks' PAC's.
You'll forgive me if I think this is but a countermeasure to the big banks' use of some other similar, maybe even larger marketing organizations.

But know this:
Your local credit union is full of people who really, truly work their asses off to provide you a greater level of customer service than banks would even entertain the idea of providing, all while charging fewer fees. Even when you call in complaining about shit that you fucked up and you're angry at a phone rep that's trying to get you to someone who can help, at the end of the day, we still care about you. And, as a member of the management team of one, I can safely say that we try to keep loan rates as low as possible while still paying your accounts dividends even when we might not need or use that money. We lose sleep, work extra hours, do what the hell it takes to keep customers happy and provide you loans at the lowest cost possible, at least within our peer groups. The more members we have, the more assets we have, that means the more we have Economies of Scale...
...but then we get to being too big of a size that we can't focus on providing local, thorough customer service anymore, and we start to look EXACTLY like banks.
It's a double-edged sword, we're fighting to stay relevant every single day, and we're doing it for you.

Now I e-mailed CUNA about their involvement with this Plug Marketing.

As far as financial products, I am happy and relieved to say that it's easy to not get scammed like this. We know that giant banks break laws every single day, and get off with multi-million dollar slaps on the hand. I would simply advise that people research what local community bank or credit union has the products and/or rates that best fit their needs, and go from there.

Every digital/marketing agency with digital department does it. Every corporation with digital marketing department does it. I wouldn't say about all of them, but most of them only care about quick topical projects, <2-3 months at most. There are some hardcore motherfuckers that "infiltrate" the communities to make an awful review in the end (like a car review) or something, but most of the assets are expendable and made very quickly, like accounts to bomb metacritic user score that have like 1-2 reviews at most. At least half of them are fake.

Source: I worked at several different digital-marketing agencies, had projects ranging from branding in social media to governmental educational work on new bills.

You make an organization to combat this
You get a bunch of like minded people.
You find a good programmer who makes a program that analyzes the same responses and posts and compile that all.
You then make websites and spread it through social media.
Then you sue the ones at fault.
Then you become someone known in society who lead the movement of transparency against social media manipulation

Not true. The first few memes created here (Longcat, Pedobear, Kikkoman, Cockmongler, etc) were real. Some memes are still being created that came organically and naturally, like the "fuck my shit up senpai" Brendan Fraser meme. But then there's others who just seem like they're forced like the Straight Outta meme I explained here

Maybe I should have worded it a little bit differently: it's not worth to create a meme. Here's why
- Most of the 4chan memes are rather site specific, there's no guarantee it will spread anywhere
- It requires a lot of work with little to none feedback
- You don't know the numbers about anything from this site. What the fuck are you going to report to the client?
- 4chan is generally related to "bad side" of the internet. There are times where the client wants to become more recognizeable ASAP, but most of the big clients do not bother. Don't think that marketing managers don't know what 4chan is
4chan is good for spamming the hell out of it, but any meaningful work is rather hard to report and due to the system of thread purging also not worthwhile.
