I'm gonna bite the bait and say that I don't think Undertale is the best game ever. I don't even think It's a necessarily good game. What it is is a very engaging story with in depth characters and a very diverse amount of freedom in regards to what you can do and with clever coding. But that doesn't make a good game. That makes a good VN. The gameplay is what makes a game good. It's why people can like Fallout 4 or Dark Souls (I understand you can think they're shit games but they are popular I don't need to hear your opinion on random examples) while not giving a shit about the overarching story. The gameplay in Undertale, although clever, is not in my opinion good. Although it is an increasingly outdated concept I believe that a game can be great without story but I can not be great without gameplay because at the end of the day these are toys. You can try and get preachy all you want about what classifies as art but a toy is still a toy no matter how fancy you make it.
