This site has a set of computer part options for lots of different price ranges, from $200 to $4000. The four hundred dollar rig will play most games tolerably if you downgrade them like the consoles do, giving you the choice to pick and choose what you're scaling down as well. A hundred dollars more, and you probably won't even need to do that.
What makes it the poverty option is the fact that you can steal games without the company who made your box figuring out how to stop you eventually. On top of that, the only person you pay for online play is your internet provider.
There might even be a better site for this sort of thing out there, too. I'm actually a beginner here, and even I know this much.

Consoles are made for exclusives. Everyone who wants an exclusive enough to buy into the current generation already has a choice between the two in mind.
