SE has a track record of porting their own games. Yakuza is localized by Sony. One port is hardly evidence of a trend, especially not in the case of a prequel that you wouldn't understand without playing previous titles. The only time yakuza has appeared anywhere else is an awful and delayed port of 1 and 2 to wiiu that bombed.
