There wasn't. She usually ranked among the Top 10, but rarely ever above Top 5.
The people who voted on the ballot use the internet obviously, which means they are likely to also partake in some kind of forum activity.
My guess is that
a) there was some kind of vote bot or some maniacs voting for Bayo over and over again
b) the dev team realized that they are a bunch of fuckups and they can't realize K Rool, Shovel Knight, Shantae, or whatever was actually #1 so they played it off in some convoluted manner (yeah she was #1 here and #5 there and some kind of #1 overall)

Ever heard of the rool of the 10000?
At a certain point, enlarging the survey participants will no longer yield a change of the overall outcome of the survey.
In statistics, if your sample size exceeds N = 10k, then the actual number doesn't matter anymore as long as the sample size is evenly distributed.
In the pic is a sample size of WAY over 10k. The result is thus representative, not in exact numbers, but in trends.
Of course, there is always some noise because not everyone who votes on the ballot votes on those survey polls and vice versa, but even with that noise, the leap from an average 7th place to 1st place is utopic.
