I thought the Imperial City was a pretty decent size. Granted it's no Vivec with 8 multilevel cantons complete with sewer system and a crowning jewel temple. That said, it was probably a hell of a lot easier to build for the developers. I imagine more time went into the Imperial City than Vivec.

Wow I sure am glad Bethesda took so much time and effort putting so much care into Hand-Placing™ items on ledges which require levitation. It's too bad they took levitation out of the later games, there is legitimately zero creativity or care put into any of the dungeon design or loot placement now, it's just not the same without unreachable ledges.
