You start out one shotting enemies, but the objective is to press buttons in order to lessen his power to make fights actually last/interesting/less boring. One shotting someone takes your health/moral, combing regains health/moral.

Start as your own C-rank hero.
Start out fighting crime in the city, stopping petty shoplifters and helping old ladies cross the street. Move on from that to fighting actual crime and stopping the weakest of monsters.
You custom design your costume and weapons as well as your hero name. The more heroic your acts the greater your popularity until citizens pretty much go wide eyed when they see you and you have teenage fan clubs all over the place.
Getting to higher ranks allows you to unlock new weapons, costume parts, and widens the area of the total map that you're allowed to patrol as a hero. From humble beginnings in a safe city to being able to travel to high risk places where monsters are everywhere and the city is in ruins.
As your rank increases the appearance of monsters also becomes more frequent and their ranks increase as well, while initially you fight disaster level wolves and occasionally a level tiger, when you're rank A you'll be fighting a lot more Disaster level tigers and the occasional level demon.
Story places you at the same time as saitama and his gang, you might even find them in the world naturally doing heroic things responding to threats or just walking around.
After finishing the game you unlock saitama mode which places the world in constant attacks from disaster level dragons and sometimes god monsters, and also allows you to play as the one punch man with infinite speed, stamina, power, and punches.
Ideally, the game puts an emphasis on the destructability of the cities and the areas you fight in. If you destroy a building or let a monster destroy a building you might come back later to find a construction crew cordoning off and rebuilding the mess. The absolute destruction of a city is possible and occasionally you'll be accompanied by other heroes looking to help or otherwise come across them naturally doing their own thing in the world.
Or a fighting game, either one works.
