Lyons managed to do a lot of good for the people of the Wasteland while simultaneously fulfilling the Brotherhood's goals by securing lots of advanced technology taken from the Enclave, and since he's a decent person, he would have used that technology to continue helping people if he and his daughter hadn't been killed.

Lyons was a white knight faggot who had his best men turn on him while the rest of the Brotherhoods numbers fell to incredible lows resulting in the Brotherhood almost dying out thanks to fighting endless hoard of muties in the East.
Maxson turned all that around, took in the Outcasts and promoted them for staying true to the cause, rebuilt the Brotherhood, procured/built a flying warship blimp, and on top of all that fought a Deathclaw alone and survived. Keep in mind that that's an amazing super human achievement for most people who aren't the protagonist.
The only thing he did wrong is accept wasters to join the ranks, but it was really the only choice he had to return the Brotherhood back to its former glory.

NCR seems to have figured out how this works well enough to have Ghouls in Ranger positions.
The Ghoul to Feral switch isn't fully explored, but it probably looks like dementia. No dementia, just as good for human society and even able to help do things humans can't like put down ferals and scavenge irradiated zones.
