I've never played a fantasy RPG before. Is the Witcher 3 a good place to start?

Yeah. The systems are fairly basic and all the dialogue is voice-acted with choices being fairly rote but still feeling kind of meaningful. For someone new to the genre it's a pretty good starting point.

lel, no. It's empty, easy, the story is meh, combat is probably the worst in any rpg after gothic3.
It's a mid tier RPG, the only thing going for it is the graphics.
I don't think it's a good idea to start any series with the third game. A big part of RPGs is the story, and you'll mess that up if you don't play it in order.
If you can deal with older graphics, I'd recommend Neverwinter Nights. It's cheap, it will run on pretty much anything, and there's a lot of content available for it at the Neverwinter Vault. It does use D&D's awkward and (in my opinion) inferior magic system, though, so it might not be best for you if you want to play a spellcaster.
I haven't played it myself, but Dragon Age Origins might be a good starting point as well.

Yeah, I know, but it's not just the scenery. The positions of the tower and the roads are almost exactly the same as well. It looks just like if you were standing at Fort Greymoor and looking at the Western Watchtower. The only significant difference is that there's one extra road.
