all charisma really does is affect the capabilities of your companions, who are invincible anyway in normal mode
there is no real reason not to gimp it even if you are planning on using companions there still fucking powerful even on 1 charisma

you dont really invest in weapons either, you can switch it up really easily
Put no points into charisma.
Put a lot of points into luck.
Take the skilled trait.
Everything else is do whatever you want.

On whatever you prefer. All weapon types can be acquired fairly early even if you aren't doing silly shenanigans. You can even get enough dynamite early on to allow explosives only.

if you do actually max out int you get a fuckload of skills points, easily invest in multiple weapon types and you can switch between weapons within these types very easily.

Charisma is worst stat, intelligence is good no matter what you're trying to build. I always start by dropping charisma to one and putting those 4 points in intelligence. A bit of luck is usually pretty handy too.
Other than that it depends on your build; you probably don't need to change your strength or endurance unless you're doing a melee build, perception gives some handy perks if you put it around 6 or so, and agility can at least get you some good perks no matter what you go with.
Don't put anything up at 10, you can improve them later. With strength I wouldn't even go past 7.

You should consider putting your repair skill up to 90 so you can get a perk called jury rigging that makes maintaining equipment much easier.
You should know that crits are pretty handy too, so perks like Finesse or Better Criticals are usually worth getting.

Rule of thumb is to start with a combat skill like guns or energy weapons, then two other skills for outside combat like science or speech. Guns/science/speech is what I'd recommend for a new player, but lockpicking and repair are also fine choices. If you decide to do a melee character then you should invest points in both melee weapons and unarmed skill, as they both get perks that benefit each other.
Get skilled and small frame as traits, they're both great.

Get average to high Intelligence, skills are important in this game.
Besides that, play whatever character you want to play. It's not like Fallout 2 where you get assraped by ants if you don't have a specific build.
