Here's the skinny. It's a stupid thing that came out of early gamergate stuff in order to piss off feminists. It worked pretty well because everyone thought she was super cute, but still wrote articles and made comics about how she's always frowning because she was made by misoginists, how the fact she's not drawn wearing shoes is a symbol of her oppression, all sorts of crazy stuff.
But since she is super cute she got tons of fanart, cosplay, and little comics and stuff.

She's a character that was created by /v/ during the onset of gamgergate. A group called The Fine Young Capitalists had been negatively affected by the same people that gamergate was opposed to. Many people decided to contribute money to a campaign TFYC was hosting that had the intent of getting women/girls more interested in video game development. Because 4chan had such a large involvement in the success of this campaign, a character was created in a slew of multi-thousand post threads that was to appear in the game and I believe on shirts. That character is Vivian James. She has since became a mascot of sorts for gamgergate and typically appears in one form or another on the unofficial gamergate subreddit (and probably all over crip chan too).

It's been out for a while, but I wouldn't suggest it. It's not good and the character descriptions suggest it's probably unfinished. Instead of using the rooms and traps to scare guests it's a much better strategy to build your house as a maze and place a single doorway that funnels everyone in one direction. Really because there are certain enemies that raise panic really quickly as long as their inside and it's easier to just spook people as the little ghost than it is to use traps.
She's the highest level rare enemy along with Gilda and they show up right before you get the level 4 mansion. But it just takes so many upgrades and scenery items to get a level 4 mansion that you'd think the game ends at 3.

Nah there were people callin it Chanology 2.0 at the time but their posts got lost in the flood. After the first week when stuff started happening and the whole thing was picking up steam it did feel like something was actually happening since the impact was being felt on other sites. The whole thing is technically still happening but a lot of the original voices that made it pick up steam dropped off and it doesn't belong to 4chan anymore at least not after the Moot sticky.

It's not very good at all. I had some fun building up the mansion as a mansion rather than a trap house, but it doesn't take long to find out that the devs are shitty. You run out of variety in furniture because you can't rotate them in game, causing each object to take two slots, tables taking up 4-6. Normally running out of "space" isn't an issue even as stupid as this is, but the menus are shitty and adding more things would make them even more ridiculously long horizontally scrolling lists.
