It's not really like that. Tolkien was the first major writer who actually went out with a goal to create world first and then set stories in it. Entire War of the Ring scenario is just a tiny piece of Middle-earth as a whole that Tolkien devised. Sure, other writers had their own worlds as well but those came to mainly as they fleshed them out through various stories and such.

All those works feature rings as symbols of power, because they were historically. The Niebelungenring is not different in that regard, neither is it original. It's a common concept of the Viking Age and early middle age. Tolkien took it and used it for a new narrative. Why does the ring make mortals just invisible instead of giving them world dominance? It grants power based on your inherent power, and corrupts accordingly. This cannot be said about the Niebelungenring.
On top of that, the fact that someone would have the gall to claim that a 19th century composer is the "original" of which Tolkien based his work when in fact those concepts go way further back is ridiculous.
