I'm not refuting what you're saying here, but that's exactly how some bits of nature works. Even bacteria, if exposed to unfavorable conditions, can sporulate or enter some kind of dormancy until they can re-emerge. The bacteria will die, but their spores will still be intact.
They may not say it but the wilderness is not safe and any area where the infected have been and begun sporing will never be safe even after several years. Spores will travel carried by wind, animals, whatever. Tommy's community is "mostly" safe but I'm sure randomly just going outside means you're risking getting a whiff of mushroom-zombie-plague.
