I bought a GBA a few days ago, with metroid zero mission, for 45€, just completed it.
Now I want more GBA games.
Where can I get them at a relatively cheap price?
I wanted to get Harvest Moon, Legend of Zelda Minish Cap and Golden sun, but wherever I look those games are a lot more expensive than others

Honestly, you should have just bought a PSP or NDS and put a GBA emulator on them. In regards to your question though, I'd look on eBay (or whatever the European equivalent is if eBay isn't popular). Look for lightly used copies without a box that still work fine if you just want to play them and you're not really looking to build a collection. Some games will be more expensive just by virtue of supply and demand, though.

Both Devil Survivor games are fine on DS, the 3DS version of the first one adds a bit of content at the end of each route and features an extra final boss, it also improves the battle system by adding some changes that are in Devil Survivor 2. In other words, if you're fine with missing out in a small chunk of extra story and a boss, and don't mind playing a harder version of the game (since the original lacks the compendium, which will make fusing a lot harder) go for it.
The 3DS version of Devil Survivor 2 adds a whole new chapter that is close to being as long as the original story from the DS game, it's sort of a sequel with it's own story and endings. Playing the DS version is fine if you don't mind missing out on that.
In short, if you have a 3DS and are wondering wether to play DS of 3DS versions I'd say 3DS, but if you don't have access to them, DS is fine.
