Localizing an MMO is a long term commitment. It's not just a one and done, cut your losses and run thing like a single player game. Especially considering its a purchase and P2P game. They could get stuck for a long time translating content and maintaining servers that no ones playing on just to keep up their public image.
Maybe they'll think about it if the single player games coming out do well.
