Is the PS4 version of SA the definitive version?
Even the PC version has the god awful lighting seen in the PS3 version.

Probably, PS4 version is the emulated PS2 original, all the other versions are ports that have stupid fuck-ups because Rockstar was high as fuck.
You can get back the original lighting on PC with SkyGFX, and SilentPatch addresses some bugs in the PC port Rockstar couldn't be bothered to. You should also get the vehicles and maps converted from the PS2 version because the PC version fucked them up in all sorts of ways.
The PC port before the android update is still definitive.
