No it only works for Magic menus and shit. The enemies are STILL reloading their time while youre in a menu, meaning at an inhuman rate, the enemy will ATTACK , load, ATTACK, load while every millisecond of time in the menu you have will accumulate into an extra turn for the enemy.
It's a dumb system.
The only turn based systems I really like are Megaten's press turn system and X's more clear "x will get their turn after y's turn" system than this random ass active shit.

Pokemon survived for such a long time, because it works like a semi-MMO with a variety of strategies differentiating from types, stats, abilities, and items.
People are starting to realize this formula, which is why most mobile RPGs have a shitty randomized summoning system.
